Help! after windows update, couldnt' connect!

I use Windows XP SP2, XOOPS 2.0.10, AppreServ 2.4.1 and NIS 2005. No IIS install in windows. No opened Windows Firewall. Before windows update, it is normal access and login to the web page. After the recent windows update, IE couldnt' display web page, even thur http://localhost/xoops/ or http://websitename/xoops/ with IE and firefox.

Is it block by Windows?
