Making Xoop look like....

I would like to make a site with this structure:

http://www.bureaucrash.com/

Specifically, the flat, blog-like forum look.

More basically, I want to be able to have a list of forums at the side, which display in a basic blog format when you go there.

The main page would be a specific forum, laid out as a blog.

Any pointers on how to do this would be AWESOMELY appreciated. :)

Maybe ask them how they did it? As far as I can see, it is a XOOPS site, so it should be possible.
