Today i discovered my moderators can edit and delete users acoounts including the ADMIN account,

Thats suppose to work in these way??
Is normal the moderators can edit or delete account or is a bug in my installation?

plz help.

No. I heard and even read into your post the other way around.

Which version of newbb are you using, and what rank are the users set at in their profiles. Are they members of any special groups.
