Should it be "yes" or "no" while installing over the web?
What does yes or no means?

Depends on your hosting environment. From memory if your database is hosted on a physically different server to your website, then you can actually improve performance by setting the persistent connection option to yes. In general though from what I've read setting it to no will give you the best performance.
