If I create a custom block, is it possible to have it visible in all pages EXCEPT those in the user menu (inbox, view account, edit account etc) without haveing to make a block for each individual page ?

Yes, click the edit link for any block and select all the required modules in the 'visible in' selector menu. Make sure you do NOT click 'All Pages'in this list. The problem comes from the reverse of what you are asking, ie you deselect 'All Pages' and still want a block to display in one of the system pages as you described. You cant do it (except by changing the theme.html template) because those pages dont appear in the selector list.
