While not XOOPS related specificly there have been some very good discussion about the GNU here in the past, and while heated at times, I have learned quite a bit about it. Thus I'd like to ask a question about the GPL.

If someone takes a GPL PHP licenced source code, makes some mods to it and puts the product on their site in production but does not nor intends to release the code is that a violation of the GPL? Is s/he required to give me a copy if I request it?

ie: Bob makes the php web game 'dungeon x' and releases it under GPL. Tom takes it, makes some mods, and put it up on his site for people to play calling it 'dungeon z'. But does not release the source to the game nor intends to. Is that a violation?

You are never forced to release GPL code - but if you do, you must supply the source code along with it and give the recipient no restrictions on what he or she can do with it.

Putting something on a website for people to use on that site is not releasing it.
