When I try to access the groups block from the system admin, System Configuration I get a page not found? Are there any settings that I need to change?

The requested URL /html/modules/system/admin.php was not found on this server.

Check to make sure the file uploaded correctly... maybe even re-upload the xoops-root/modules/system/ directory, sub-directories and files again.

There is no setting that would give you a page not found error message.
