How can i put "who's on-line" block at the center but at bottom of the page.

Hello and welcome to XOOPS forums

The easy way is to position the block in the middle option in admin block settings, then give it a high weight like 99 This will put it in the middle and at the bottom. I think it will look a bit odd though because the information will probably range to the left.
