I am not running it on my own machine, its all uploaded. when i go to install, the greenlights appear, including the one that says mainfile.php is writeable. when i enter the info, it wont save the settings, it reports

"Could not write into mainfile.php. Please check the file permission and try again."

this is very annoying. the serve doesnt run linux, nor do i. any help is greatly appreciated

Have you read the installation guide? If not go to XOOPS FAQ in my link or side panel. The guide sets out requirements and environment for XOOPS installations.

It's a known bug because other member have this problem (including me). I gave up because I don't know how to fix it.
