No, it's the fact that your templates_c folder is not writeable on Windows.

For it to work on linux must mean that the default permissions for folders is 777 or 766 i.e. writeable. Try making templates_c non-writeable, 444 and see the result.

kumzzy ,
im not familiar with permissions in windows as i said before but i take a look and see this:
right click on template_c folder go to properties and go to security then be sure the "read" and "write" options checked.
if this is not work for you someone else can help you better

well thats what i did....I set the properties templates_c to read and write. but it still doesnt work... I think its the server issue
