How do i modify a template?

Hi,
I just want to introduce some changes on a template (specifically on mylinks module, mylinks_link.html) but i did notice that there is a file %%5F^5FE^5FEDA854%%db%3Amylinks_link.html.php under templates_c folder, and i must modify this file instead the other to make the changes effective.
I'm very confused with this, anybody can give me an idea about how this work?
Thanks in advance and sorry for my english (is not my native language)
