Any ideas on what file might be causing this?

This is just after a site migration, everything else is working fine except this.

The php module is not the cause, I just uploaded that and it says that now.

Something did not get copied over to your new location. You only have a few modules here, I would check the files. Take a look in the faultfinding section of the FAQs here. There's a very comprehensive Q&A about this type of fault. Try this FAQ HERE

Looks to me like you have a dir phpbb in your /modules subdirectory. The contents of modules/phpbb, according to your error, are not a correctly formatted XOOPS module.
