2.7.3 to 2.9.2 upgrade banner issue

In 2.0.7.3 I hacked default^theme.html under templates_c to get my banners (using PHP) to show up across the top of the page.
Once I upgraded to 2.0.9.2 the banners stopped showing up.
That file wasn't updated in the upgrade.
Is there a different file I need to hack, or a setting I can change to get my banners working again?

The templates_c folder is a cache folder - everything in there is temporary.

What you need to change is the theme.html file in your theme folder.

I made the change to the theme.html file in the themes folder, didn't work.
Appears to be a php related issue.
I can throw some plain text in, but any php thrown in wont work.

php code in templates goes between <{php}> and <{/php}> tags
