How can i handle Permissions?

Hi,
in my Modul i must Use Permissions for some sections but i don't know to use this. To write in the admin area i use XoopsGroupPermForm. And i think that it works fine.

But how can I read it out?

I found this Class
https://xoops.org/misc/api/kernel/XoopsGroupPermHandler.html#checkRight

but it dosn't work and in other moduls it isn't used. What function/class can i use to handle rights?

XoopsGroupPermHandler::checkRight() is working fine in News 1.2.1 - see how it is done there
