AMS shows Avatar instead of the Topic Image

I set an article to display the topic image (Display Topic Image? Y). However, instead of showing the Topic Image, it shows the author's Avatar (in the article page). The index screen has shown the correct topic image, however when I go to the article page, it shows the avatar instead.
Seems that it only happen if the author of the article is the administrator of the site.

Is it by design? Or a bug?
