I added a second user as a webmaster. when they login, they can't do much at all. I looked in the database and noticed a few differences between the two entries for us. Is there something wrong with my nistall / db or is there a trick to adding a second full on admin user? Thanks!

Yes you need to go to groups/webmasters/ and add the second admin to the group.
