When I download a theme from the Themes Library they invariably all seem to be in .zip format. If I unzip them into the themes directory in XOOPS it doesn't seem to recognize them (similar to modules)... If I try to upload them as zip files the system doesn't take them because it wants them in tar format...

What do I need to do to get these themes into the system?

Let me see if I understand correctly.

You've tried unzipping the files in your pc, but when you upload, the unzipped folder, you are unable to install?

What are you using to uzip the folder?

No, you've got it wrong...... you have to unzip on your computer and upload the unzipped folder. You need an FTP program for that.

When you download a file you will nearly always have to decompress it before use. (unzip the package)

Dont just upload the decompressed file into your themes or module folder, first explore the distribution, reading any readme files etc.

Only upload the directory with the files in it.

ie

mytheme (the folder you upload)
theme.html
style.css
images (folder)
etc....
Some themes require uploads of tar.gz/.tar files. from admin.
