What is the best way to publish a module?

Hosted on your own site?
Through the dev.xoops.org?
Other?

Through dev.xoops.org. Then you can get a project page for the module, with its own sections for hosting file downloads, posting bug reports & feature requests, etc.

Just wanted to add that dev.xoops.org is not the place to publish modules - but to develop them.

If the module is finished and ready for publishing, I'd recommend that you submit it to the Module Repository and submit a News article

If you submit it to the module repository with an URL to the file, I will (try to remember to) download it and upload it to sourceforge.net and modify the download URL to fit that location.

If you really want the traffic, I can add your supplied URL as a mirror website.
