The question reeks of newbness:

I have been building a website from the perspective of a registered user, which means you can only see any thing if you're a registered user. I have been working away with modules and creating custom blocks and what not, but I can't get an anonymous browser to see my changes?!

I tweeked the Administration Menu > System Admin > Block Administration for the anonymouse user group until I gave up and posted here.

How do you make anonymous users see what the registered user would see for custom blocks and modules?

Almost there ! Goto Administration Menu > System Admin > Groups and then edit the anonymous group to allow permissions for everything you want. Make sure you enable the module access permission for each module you want anonymous users to be able to get to as well as the blocks .
