PHP Error line 34 when MySQL backup was restored

I am getting this error message.

Error [Xoops]: Unable to connect to database in file class/database/databasefactory.php line 34

I restored a backup copy of MySQL and my site's homepage from a known good version. When I try to connect to the site - I get the above message.

Does anyone have any thoughts on how to correct this?
