Here is my forums status using newBB2 rc2 fresh install.

You can start new topics.
You can view topics.
You can reply to posts.
You can edit your posts.
You can delete your posts.
You cannot add new polls.
You can vote in polls.
You cannot attach files to posts.
You cannot post without approval.

In this forum all post need to be approved before publication for registered members and anon users. However, when a first post is approved and a reply is given to that post from a group that also requires approval there are problems:

1- On approval of the reply, the original post topic icon is replaced with a no post icon.

2- With a reply from a user requiring moderation, entire thread dissapears until his pending moderated posts are approved.

My method of testing this is by creating users in different groups on the same computer and logging in/out for those users.

Suggestion:

In admin the list of all waiting posts for approval should have a tick box against each post. Then options of "with all ticked posts... DELETE./ APPROVE. " This will make filtering of posts much easier and still allow the edit function.
