By your logic, if they are changing IPs, they are on DIAL UP, in which case the only MAC address you can get back to is one of their ISP's routers, NATs or proxies. Even then, they can just re-route their connection through a different pathway.
I think you need to realise, MAC address bans are just not going to work. If they have a host like
someone!something1@something2.something3.someisp.com
you should try banning:
*@*.something3.someisp.com
If they still persist, phone up their ISP's abuse department and reqest theydeal with the user as per there abuse policy.
If you still aren't getting anywhere, consult a solicitor who can subpoena the ISP for contact details of the offender.
