People dont get the right status! HELP!

a while ago, I installed XOOPS and it was fine. I installed the latest version. then, i made my friend a manager (admin) and he didnt have access to the admin CP. So then, i clicked on Syncroize or whatever it is like it said if the status wasnt right and that didnt fix it. So i tested it on another person and that didnt work. So then, I reinstalled everything and that didnt work. Can someone please help me? I need this fixed. Is it a bug or something?

You did add him to a usergroup with administration privileges, right? You didn't just change his rank? Changing the rank will do absolutely nothing about permissions.
