I made my friend a webmaster but she can't see or access the admin menu, why? How can I get it to work and show for her? Thanks

When you say "made my friend a webmaster" how did you do it? Assigned the rank "webmaster" to your friend?

If you did that, then that is the reason. The ranks have nothing to do with permissions. Permissions are generally set in "groups" admin in the system administration. You can either add your friend to the webmasters group or create a new group with module admin rights to the modules and system settings, you want her to control and add her to that group.
