Group Permission Problem

I have two problems with using Group Permission.

1) When I log-in as admin and go to "Modify Group" page, under Edit Members of this Group, I only see one Select list as in following screenshot. I believe there used to be two lists where you can select the people into the group. What happened to my other list?? I copied fresh modules/system/admin/groups files to the server but didn't help.

2) I gave "Blocks System Admin Rights" to the newly created group called "Assistant Webmasters". But when one of them logs in and tries to access Blocks admin page, all they get is following:

How can I fix these two Group Permission problems?

Do you have PHP Debug on, and do you get any error or warning messages?

I get following messages on both pages which I believe are not related to my problems:

Notice [PHP]: Use of undefined constant XOOPS_SYSTEM_THEME - assumed 'XOOPS_SYSTEM_THEME' in file modules/system/admin/themes/xoops_version.php line 44
Notice [PHP]: Use of undefined constant _MD_AM_TPLSETS - assumed '_MD_AM_TPLSETS' in file modules/system/admin/tplsets/xoops_version.php line 32

that is a same problem " find user for this group " link appear when users are more than 200 i think

Just did a new search based on your info and found out that others had similar problems:

But I'm still having problem with users with system admin access not being able to access the page...
