I would not want XOOPS banners to be a separate module because being in a core would guarantee its future updates and plus banners are essential for any website so they should run from the box with your new XOOPS I guess. Another thing is that I don't want it to be too heavyweight too, you're right there, Peekay. But zones, CPM, CPC and CTR tools, and bug-free impression counter, they all must be included. If you would want something more sophisticated you can always try Google Ad Manager but it's really too complicated and confusing.
