Well, then you're not doing something correctly. If you do what I posted above, it WILL work.

there's nothing else that can be said if you've followed all the instructions given..

the only way to get those blocks (set visible for top page) to NOT show on your forum page but still show on the top page is to NOT have your forum as the start page..

(start page, homepage, top page) mean all the same thing.
