a Theme (which changes the visual appearance of your whole site) must be decompressed and uploaded to the xoops_root/themes directory, and then selected via Admin->Preferences->Main Settings menu.

Templates can be managed via Admin->Templates, that is where you can upload template packs, which are redesigned html pieces of your website.

does that help any? you might want to check the FAQ, you might find something useful there.

yes that does help, but i can't seem to find any template packs, i can only find themes. any thoughts on where to look?
