I have experienced it twice:
On a local webserver (apache + MySQL) running on my main computer
and on lycos free hosting.

I don't know the exact reason, but all paid hosts, I have tried have been free of this thing - and my local server (different computer) running Mandrake and Apache has never given any quirks.

I'm going on a limb here, but try to reupload your xoops.js located in the /includes folder.

just an update...

the problem seems to have resolved itself

puters seem to have a mind of their own sometimes.
