I use IIS and Windows Server 2003 for my work site, but I'm afraid I don't know the answer to this, but I know a man who might...www.iis-resources.com - invaluable for IIS and XOOPS info. Try posting your question there.

Try to clear every single file in folder /template_c/ and then try to update the system module from admin section, if it didn't work just install XOOPS again.
