I believe that would be groups_users_link. You have group numbers related to UID.

I am having the same problem. I thought that by updating to the latest version of XOOPS this bug would get worked out. Unfortunately I cannot remove a user form the webmasters group either.

Any help in this matter would be much appreciated.

@ jcoleman: Did peeking in the database with phpmyadmin help?

Edited: Never mind! It never fails that as soon as I post a question after I thought I searched it all, I find my answer when I search again.
