Ok, now I feel a little silly. I wasn't enabling error reporting properly. These are the errors I am receiving.

You are running on a windows system, so does that fact that you have forward slashes '/' as separators rather than backward slashes '\' make a difference?

If you look carefully you have mixed forward and backward slashes.

fetch(E:/wwwroot/mydomain/templates_c\%%6E^6E8^6E8C036B%%db%3Asystem_block_login.html.php)

on top of that, check if your templates_c directory is read-only. It should not be.

Ok call me an idiot but I opened the floodgate of security and gave all of the aformentioned groups total control(i didn't give annonymous users above read and write). the website popped up. Thank you for your input and I will let you know how it turns out.

p.s. I do like XOOPS however. good job fellas!!! I am looking to do some programming in this area and I thought this would be a good place to start.
