you have to change data in mainfile.php to the new MySQL server: for example:
define('XOOPS_DB_HOST', 'sql.xxx.com:3305');

In system preferences->general options/settings:
yourxoops/modules/system/admin.php?fct=preferences&op=show&confcat_id=1

you've got debug options, there you can turn on smarty debug or turn off debug

you have to go to admin panel, than groups, than you edit group and at the bottom there is a 2 windows with user list, just select how many you want and move them to another group

its no problem, all you have to do is move all files to root dir and then in mainfile.php change 2 things:
XOOPS_ROOT_PATH and XOOPS_URL
