Just a guess, because I don't really know what you have going on, but might you be able to point your browser to YourXoopsURL/modules/xoopsinfo/admin/rescue.php

Then, you choose debug mode (and maybe default theme?), and enter your rescue password.

Maybe?

It doesn't work too well with the 2.2 XOOPS branch, but I have a feeling that it might work with 2.0.16

I gave it a shot, and it works. It isn't the best thing I have ever seen, but it seems to work well. Unlike Jinzora, it easily works as a module. Jinzora's admin privileges don't seem to function properly as a XOOPS module, whereas Zina does. I don't know if I'll stick with Zina for my site, but it is definitely nice to have it available.

I'd really like something like Jamroom to be integrated into Xoops. That would be sweet. I tried to use it in conjunction with my smf-xoops bridge, and it works to sign up users, but nothing else is integrated, so I gave up on it.

Since you said the site wasn't compromised, your theme file or css is messed up.
To be sure, do what MadFish said above. Clear everything in templates_c, except the index file (might want to refresh your view in your ftp app to be sure you got everything). Clear your browser's cache. Log in again, and if the theme is messed up, you know it's your coding. Hopefully you back up each file when you work on it?
Also, to repeat what was already said, turn off the "check templates for modifications" feature after you resolve your issue or are finished working on the site without the need to view changes.

Xoops gives you a lot of control managing permissions and what people can see.
You need to go to the admin (control panel) section of your XOOPS site, and inside the "system admin" module, go to "groups". This is where you manage all group permissions. You can also add new groups.

I am curious, where are your users allowed to upload stuff on the site? Through modules? If so, which ones?
What settings are you talking about?

Url started working sometimes. I don't yet know why it doesn't always work.
My upload problem might be related to my settings in php.ini, but I haven't checked yet. I'm sure I'll come back to this module after dealing with other priorities.

Add to the bridge's index.php file, just before the end of the integrate_login function:
