Have You try the other way.
The backup contains the table creation, so try to restore the database with tables and after that, install the module.

I never use templates on that way - not since XOOP version 2.0.18.2. (I think)
Now - You are using the theme Zetagenesis
Thats placed in htdocs / themes / zetagenesis
Now create a new folder htdocs / themes / zetagenesis / modules
Copy the templates into the new folder.
For newbb it should look something like this:
htdocs / themes / zetagenesis / modules / newbb / newbb_thread.html
Xoops will always use templates located under the themename

In step2 of the installer the english language-file say's
That shows the directory's
* xoops_data/caches
* xoops_data/caches/xoops_cache
* xoops_data/caches/smarty_cache
* xoops_data/caches/smarty_compile
* xoops_data/configs
My danish language file contains
That only shows
* xoops_lib
* xoops_data
Why that?
Anyone has the same problem?
