I cant seem to figure out why my user rank dont automatically update when a user get to a certain number of posts. i have a user with 44 posts, and it takes 41 posts to get to the next user rank, but yet hes still in the previous rank, any help on this would be appreciated

I cant seem to find any option, on how to change all times to 12H, instead of 24H, ive FTP'ed into the theme folder, and mainfile.php, functions.php and a few others, and i cant seem to find anything. i know the answer is probably right infront of me, ive just switched from LDU over to Xoops, so im a little lost.
