I would like to implement a document tracking system with xoops

the situation is like this

1. a group of people user collect a manual form from the office
2. admin write down each people's name and the time they took the form (online) and a dateline when they should return the document is fixed

3. when the dateline times comes...admin write down the name of user who habe return the document and admin can search which user who still not yet return the document

how can i implement this ? Besides Formulize, any suggestion of other suitable XOOPS modules or other open source system ?
