I think the hacks related but not sure. My problems mainly are blank page without any debug info (the PHP debug mode ON). I meant blank page with no characters inside.

I am using XOOPS 2.0.15 with some insignifican problems which I don't want to invest time resolving them but waiting for a new release of xoops. I am wondering about how many months I have to wait for it? If the number is greater or equal to 3, I may change my mind to try to re-install XOOPS 2.0.15 then re-apply 5 or 6 hacks on it.

My reply maynot match what you expected but,
I suggest that you use THE FASTEST CACHE HACK for XOOPS. With FCH, you are free from setting cache for blocks or modules and your site will be around 30% faster due to a great decreasing of SQL queries.

I think it's the charset problem.
Replace "ISO-8859-1" with "UTF-8" helped me display Vietnamese properly

It is said that XOOPS site will be faster without Notification Options. I don't know if it's true but I really don't need the function. Please tell me how to disable it in XOOPS 2.0.15?
