Add new block- copy and paste you html page; saved.
Adjust the permissions and order and must be the new block in blocks admin. You can do the html page using a editor and after copy it.
Do not use smartsecions for this; I had seen webs using only a module: wf-sections. Each entry in menu was a link for a page of the module.

I would like to offer my aid like assistant or adjutant to snow77 and Riosoft in spanish documentation.
Of course, if they accept me.
I believe that it is a very great work for two people and Snow77 has a pile of work on her shoulders.

I do not understand you: Doy you want to insert a block into a smartsection page?.
The front page is selected in admin section. You must to choice a module for this.
Could you put a link to your site?

I got the same problem.
Communications Team had sent a PM to all registeres users in xoops.org about register in xoopsinfo.
Perhaps xoopers must to wait until the problem is solved

On insert you own html pages look at here.

If you want to use modules for this, news is the best option.

Blocks: in admin it is possible. You can make blocks, managers permissions, location. Wharever you want. Html is allowed in blocks

If you want insert your own html pages in xoops, look at this

If you want to use modules for insert content I recommend you look at these modules: news, cbb (forum), wf-links, article, smartsections, wf-download.
