I think it should read...

How can I change this?

Admin ---> Groups ----> Check block in the Anonymous group.

The Weight will set which shows first. Lower number higher.

First, I want to say thank you for your help.
I got the weight thing working.

I do not see my custom block under
Admin ---> Groups ----> Anonymous

I created the block by doing
SYSTEM ADMIN > BLOCKS > Add a New block > fill in the info > submit (I can see the block was created above)

Then I click SYSTEM ADMIN ---> Groups ----> Anonymous
and I do not see it in there.

Any ideas?

How do I hide the admin username from the New Members
block?

Actually I want to hide the admin username from everyone... is there a way to do that and how?

Also, I used Fantasico to install xoops, but it keeps
changing mainfile.php from 444 to 644. Is 644 safe for
permissions? I think the server is overriding it.

Thank you,
Xoops rules all
