Xoops 2.5.5 Blocks of new modules don't show up

I'm seeting up a xoops website for a customer and I've just ran into a strange issue. When I install a new module, I don't see it's associated blocks. I only see the blocks from the following modules:

System
Maquee

Installed are the following modules:
- System
- Publisher
- News
- xForms
- Protector
- xLanguage

Does anybody have a clue about this issue?

Can't you see the blocks in blocks admin or don't they show up on the site?

And a rhetorical question: what version xoops and php are used?
