I see this when I log into the admin
Resized Image
What should I do? Where can I move the folder to?

That really helped out! Thanks! I do have a question. Right now my CMS is setup as such www.mydomain.com/xoops. If I want to move XOOPS to the root what edits would be needed?

Yo need to make edit of your mainfile.php. The paths in this must reflect your root instead of root/xoops
