Cant I just delete them and thats it?

I think its hoster's policy, coming with the hosting package.

the hoster provides 5GB storage and 10Gb bandwidth for 1$ per month.
I do that for an unemployed lady here in Singapore.
Actually silly, because I have to always write in and ask to allow the installed files.

I also do something for a new company in Indonesia, same provider, but 30Gb storage and unlimited bandwidth... There it works without any problems.

Its actually stupid of the hoster to apply these kind of restrictions because for 1$ per month it creates more work for them.

when I install the same stuff, same hosting company at 22-ice then in all module directories a file named .htaccess remains.
I think thats the reason why it doesnt work
If you have a .htaccess file, will mean you have a Linux server. If you don't see it, it means that it is out your filemanagers visibility or it's a windowsserver.
The .htaccess can indeed block you, but thats then intentional due to the configuration in your websites administration panel or your hosters policy.

You know, the funny thing is,
when I install things at binaarta then everything is smooth
when I install the same stuff, same hosting company at 22-ice then in all module directories a file named .htaccess remains.
I think thats the reason why it doesnt work.
I cant even install modules without facing this problem.

What I found is that I have tried to install it on two pages hosted by 3ix.org.
On one page it works fine, just using the downloaded virgin version of XOOPS2.0.18.2, and on the other one it doesnt.
So it has more likely to do with the server setting.
see here the difference:
works: http://www.binaarta.com/portal1
error: http://www.22-ice.com/portal

I explained it all to the server company and I guess they try to fix that in the next couple of hours.

*still shaking my head why things can work on one page but not on the other using the same web hosting provider*
