Hello,

I had a person from my Web Server go in and change the permissions. And the installation still says "unwritable" for "Mainfile.php", "Template_c", "uploads" and "cache". Is this normal????

That is normal, but not good for install.

If those folders are owned by the user in which the webserver runs under then they can be set to chmod 755.

If, however the folders are not owned by the above described user then they would need to be chmod 777 (world writable).

After installation completes the folders will need to remain writable, but the file mainfile.php should be set to chmod 444 for security reasons.
