I've installed Pico 1.0 and I'm using:
xoops 2.0.16
Apache 2.2
mysql 5.0.27-community-nt

I can't figure out how/where to add any content. When I go to the Modules administration and select Pico, I get a page that has these tabs:

Contents list | Permissions of Categories | Import/Sync | Preferences |

But when I click on "Contensts list", "Permissions of Categories", or "Import/Sync", nothing seems to happen. I simply have a blank page with the tabs at the top. If I click on "Preferences" I do get the preferences page.

I'm at a total loss as to what to do or if I've done something wrong, or how to add any content and have no idea where to turn to figure this out.

Any guidance/thoughts would be greatly appreciated.

Pico does not work with 2.0.16.

To make it work you can follow this guide.

Get the latest version of pico currently pico_1.17

Thanks! I made the modifications and got the latest version and it is now operable!

At first, when I used any theme except the default theme none of the content showed up. It had the menu block and the list block but they were empty. Then, suddenly, as I sat down to prepare this message, the items in those two blocks started showing on the various themes. Oh well... it seems to work for now.

I also to install with xoops2.0.16 and I do not see like adding content ---> I to modify class/smarty/xoops_plugins/resource.db.php with the guide and continue obtaining page blank.

Take another look at your modified file.

I am using this with many installations.

With php 4 and 5
with MySQL 4 and 5

You also need to modify mainfile.php and set up the XOOPS_TRUST_PATH correctly.

I tried to install this module a couple of weeks ago. I had the problem with some admin links not appearing described above.

I noticed in PHPMyAdmin that it reports an error about the database structure, something about a unique primary key being declared twice (something like that, I forget exactly).

So I think it has some database structure problems.

Edit: In the meantime I suggest you use TinyD, which is the predecessor of Pico and made by the same person. TinyD is cloneable and stable.
