Need Help adding a new block to top page for Anonymous users

Each time I select the Custom block to add under top page for Anonymous user the block gets added under Group=Registered... I want this content to show on my home page and need a way around this or what I am doing wrong

1) Create Block
2) Set Blocks permissions in groups admin, and disallow registered and admin, so only guest see it
