Permission problems

When I as the administrator switches from the admin interface to the public pages (and not logging out) and then click on on of the installed modules, my admin block disappear. When I click "home" it appear again, but when I try to click the admin link in the block in order to access the admin interface again, I am told that I am logged out?
Is this how XOOPS are supposed to work?

You may have the UserMenu set to appear on only certain pages.
Check your Admin--Blocks--UserMenu settings.
