I'd like to restrict the width of the Left Menu Block to around 130 pixels, is this possible?

Which file would can be edited that would accomplish this task?

....well it depends on your theme.

Look in the css file though and look for td#leftcolumn

Or it could be in your theme.html especially if you are using a graphic style theme.

I was using a default theme and found it in style.css file where you suggested.

td#leftcolumn {width: 130px; border-right: 1px solid #cccccc; font-size:12px;}
