xcgal works weird after move to new server

1- it doesnt show the last uploads pics:

2- it dosent upload pics and get me this error:
The picture 'albums/userpics/10001/jkrowling160806_600.jpg' can't be inserted in the album.

im using image magick and it works fine in newbb.

what is the problem?

any help?

register global is off in the new server.
safe mode is enable.

it solved by server support team.
they send me this reply:

We found that some of the folders under the directory userpics were not under the correct ownership due to which you were not able to chmod the files.
