ok, so how's this for getting hung up on the first simple step,
all the files in the themes library are in .zip format
and my Zoops admin template set manager asks for tar.gz /.tar format.
am I missing something here, will both formats work?

You're getting confused between themes and templates.

Themes should be downloaded, unzipped to your computer, and the folder inside should be uploaded to the /themes folder on your XOOPS installation by FTP and then selected via the administration area of your site.

You won't need to worry about templates unless you intend to do some serious customisation.
